lvl 20 items for lvl 21

So I capped today, and obviously I wanted to go out and farm some high end level 21 gear. A few chests into my runs and I get a mighty vorpal of assault. So I'm getting excited about my 500k+ drop, but the problem.emerges when it's a lvl 20, and now worth around 130k. Shouldn't I be getting level 21 gear from chests now?

I believe it is random between lvl 20 and lvl 21 items making lvl 21 even more rare.
