Elite chest II, drop previous Elite 15-16 gear, but scaled to 20-21. (Some of if not the best gear in game)
Normal, are "Trash" pinks, you will hardly get over 500g for.

No "official" reason been given, previous cap selling Elite chests was removed, until this cap with Elite Banded it was re-enabled.Originally Posted by xcainnblecterx
From my point of view, it seems they are just trying to use it as a means to slightly control the economy value.
(Also if they did allow/enable trade/selling Elite II chests, there really would be no need to return to the Dead City at all)
