Is it just me or you can't add to your PvE kills when you have Xp gain disabled, why is that?

Is it just me or you can't add to your PvE kills when you have Xp gain disabled, why is that?

Lol, been like it for as far as I can remember in PL/SL when it changed. (XP gain lix :/)
When the games at say lvl 51, and someone at lvl 50/51 has to go into the much harder maps to gain kills (Overload on Gold/Pots) as the lower maps are xp/kill locked, tho a twink at lvl 16/21 can farm the easiest places without the worry of ever levelling up and staying at the same difficulty for as long as they want. (Crazy easy)
Which one do you think is getting the short straw?
Pretty much it was added, for kill farming reasons.
Still trying to comprehend how 2k+ can die from Barrels O.o
So as a 16 can I go into normal forest map and not get xp but get kills?

I guessed lol.
People used to have "challenges" to see how many kills they could get before hitting the twink lvl needed. So challenging yourself to get say 5k kills before lvl 10 etc. But since 1 kill = 1xp not sure how fun it be in AL.
