TFC Level unbalanced

I'm a level 9, and sometimes im facing level 15s+, can fix this? or if this is not a bug/error, reduce to -2 and +2, i mean, if im level 9, could fight with levels 7-11

Sam say Arcane legends CTF will be +3/-3 so i sure its just a bug.U still lucky be partner with those high level.Once my level 10 warrior facing level 20 or 21 mage.I know because he wearing Demonlord set.They clear my entire team in few second and I left immediately lol
