I know there are side arguments/flames going on but I haven't read them, nevertheless, I don't think it's really 100% stun rate from a certain bow or whatever. Pretty sure it's the same chance on auto attack for each class it's just that rogues have the fastest attack speed which makes it a lot more effective/annoying. I think the key is finding a fast weapon (higher dps, lower dmg) which maybe those bows people say are 100% are - it may be that the stun time is greater than the attack speed which would double the chance to keep someone stunned.
Anyway, I think it's the most annoying thing in pvp to be stunlocked such that I can't even fire a skill. I rolled a rogue to try it and it's pretty ridiculous -- causes people to log because of my "l33t skillz" that took 5 minutes to learn. At level 10 people rarely dodge and so I can keep them locked down if it's 1on1 pretty effectively and I've seen people do it much much better than I do. It's death by 100 paper cuts. A game with a clear "solution" is not fun to play, like tic tac toe has a solution such that one will always win and at worst draw = not a fun game if both parties know the deal.

Rogues can dodge. Mages have like 1% dodge, so it's not going to happen.
only person ik with extremely pro technique in stunning is judgement.
