Time Shift snare/root doesn't work on Watcher Tomb Skeletons

As the top says, charged or uncharged Time Shift won't snare or root the Watcher Tomb skeletons at all

Also, it appears that the root ability only works now as mobs walk across the outer ring of the spell. If they were inside the ring when the spell was cast, they don't root inside.
