When does bear drop off in damage?

I'm currently level 20 archer and can do some pretty nice damage with shatter scream plus blast shot, but bears are stomping and doing ALOT better job at tanking while doing same if not better AoE damage.

Just wondering when they stop outdamaging archers :|

Bears do very high damage due to their rage skill, around 45-55 birds have the higher value, but the bears take over again with the overpowered glyph mace(from 55 to 56 their weapon damage potentially doubles) and then with the increased rage at 65 they are again very strong. If you are talking about dexterity bears, they almost will always have more damage. The birds one advantage currently is range.
Bears below 65 have only 1 skill below 12 meters.
At 65 they get 2 but still only 1 damage skill with the range.
Birds at all levels have 4 12 meter skills with most other skills at medium range.
