Guild dead because the master banned

Sorry for make this thread, i know we cant discus about banned here, but i just want to know. there is. my guild master banned "forever" for some reason. so there my guild without master. what i want to know is "can dev appoint new guild master for my guild by transfer its mastership to official?". This really annoying if ban someone with their guild too. or may be if the guild master banned forever, can dev just delete the character or the guild so we can just reform/remake new guild with same name?
