No mana regen

I have a warrior, and did not have issues with mana regen by just using vengeful blood. it seems that the mana regen is not working properly and I have had to use mana pots for the first time.

I am not sure if the skill was changed, or if there is a bug.

it was changed with the 3-12 update and modified further as of the 3-14 update.
