The execution on hargkyth doesnt seem to spawn anymore,i already did tons of runs but i havent seen it since the lvl cap.

I've noticed that too.
He does spawn. I killed him earlier in a run and got a new Bloodstone of Dispatching from him before we killed Hargar'th.
