Bigger luck has the highest percentage and both of the big lucks were confirmed ( I believe) to have the same percentage which is lower than bigger luck.

People have done their own individual tests for Bigger Lucks reroll and have come up between 15-20 % reroll usually, but we don't know how accurate these are.
