Advencing to the next area

Hi,
Iam tring to procced to the next area maps (dragon jelery) and it wlsays i need to finish last quests at the last area.. The problem is that ive finished all the quests.. Beten 3 times that boss at dead thing.. Why i cant procced!??

You need to get the quest in windmoore city. Talk to the guy near the entrance of the PVP arena.

I took the en grade" quest and its says something about harbor and pirates.. And 0/45 task..
But the map sill locked.. Wu to do?
Where and how to finish the quest?

1. 'Hack' way: ask for party, and then 'go to' party member. It works for mines/tombs too.
2. 'Legal' way:
There are 2 quests in that map:
1 u get from soldier in windmore town,
2 u get at start of harbor map.
I'm not sure, but u need either some lvl to get them active to make, either u need to end some quest in dead city (mb kill tower boss?, or letter from karin?).
Dunno cause i had made quests firsts, then lvl up till 20/21 in hauntled & wt4, bought items, and then go to kraken maps.

You need to enter from the wooden gate at the end of windmoore city.
