Thats all he has.
The seller guy says "Pay me 2m when you get more"

What if the Buyer dosen't give the seller 2m?

Is this considered a scam or not a scam?

It's the seller's fault if he doesn't pay him the 2m, may be considered a scam but the seller shouldn't just trust anyone.

He WOULD be scamming him, but there is no punishment if the person didn't pay him that 2m. Just the person getting mad and telling everyone that person is a scammer.

Any kind of trickery when dealing with any type of currency is morally wrong. Leave it at that. Scam or no scam, shouldn't happen.

I think there is no punishment for this, cause as far as I know, ones a trade undergoes the trade window system, trades are always LEGIT. And that is 100% NOT A SCAM.
