You can't do 9 buffs and debuffs and beckon and stomp. With only 70 skill points, after debuffs and buffs, do 7 stomp 4 beckon 3 SMS 1 crip 1 veng, when fighting bears, hs, beckon crush stomp, slashes. Hs crush stomp, beckon slashes. Repeat. When fighting birds pretty much same, hs first. When fighting mages, beckon first then hs crush stomp.

4 beckon = tears

Sell your flying set and buy a phantom set. This will give you more crits and dodge. But will bring down ur DPS. In my opinion. Phantom is better for pvping all classes. Flying is fun with bears but still can be good against other classes.

5 beckon is more decent. I don't play bow bear after 65 as for level 9 skills, but i'm sure in a bow bear vs str bear fight, the bow bear will rely on buffs such as rage, iron, evade, and taunt. Same with the combo Hellscream, Beckon, and stomp then kite at 10m evading slashes and keep using Hellscream and taunt and hopefully the recurve will land it's -25% hit debuff.

EDIT: Max out everything I mentioned to 9 and don't focus too much on slashes. Buffs - Hs - beckon - stomp - kite 10m. I would try beastly helm and armor with a flying Recurve for more health, dodge, and armor though.
