i play PL on my iPhone 3gs, Can i play with my
account and my avatar on ipad? Thanks for your response.

Yes, as long as you log in with the same email address, you'll have access to the same characters on either platform.

Right now though, because the ipad update is approved and the iphone update is still in review, if you use the new ipad version you won't be able to use the iphone version until the update is approved (which should be in the next few days).
