Why I Olde Yodler in Stronghold don't give quests to me?

I clear all levels in nordr thinking that was the problem( spent 30min, no friends to help I am a forever alone guy and have no friends do form a party, but that is not the problem) but I still not receiving quest from him

Horn of Renew is the only quest you need to have completed in order to get these quests from him. You sure you don't have that one in your journal?
