Reconsidering.
If this is the case now, it would definitely make the game not fun at all for newbie players. It takes away the element of fun when doing dungeons, when a player 10x higher than your level enters the map and the mobs feels like mini-bosses already, which makes it frustrating to play.

Just solo the maps by forming a temp party. Type /partyi 000 in town then enjoy maps to yourself. The mobs will be easier since you'll not have high lvls upping the mobs lvls and fewer players equals easier mobs.
Don't even have to type that to solo just go to party tab, hit invite type some random letters like ncndjkelsnncjella and viola solo to your hearts content. Bad thing about soloing though is you don't get bonus xp for full party
