Yes, read the OP. L50 any class and any L50 gear is allowed excluding forgotten, halloween, holiday items, etc.

I don't understand why we can't use any vanity gear, as long as it doesn't have statistical boosts!

It is to make sure you aren't cheating. (i.e. using a helmet that is not allowed)

So can we use vanity if we are using a set? If we are using a set its quite clear (if it sparkles) that you are not using a helm that is not allowed, and if it is a l50 game and everyone is l50 that shouldn't necessarily be a problem! Not trying to cause a commotion and it is not a big deal to me, I'd just rather look good while killing
