toy vs paw vs forg which is best?

I personally used candle (toy), for 12 mage, but paw is better than that. I was pre forg for that but from what ik

paw > toy

And for 15 I would swap toy and forg depending on situation.

Toy. That Mana Regen makes a big difference.

Lol. At 12 forg because the shield isnt as good compared to that of evid at 15.
At 15 however paw is best then forg then toy, regen may seem like it matters but not when you have a constant flow when you switch to regen set (at 15) or you die with 3/4 mana because you're fighting a 15 mage (which is what will happen).
