Where should I start? Coming back from inactivity

The last time I played was when the cap was 76 so not too long ago, I don’t know how much has changed.

What kind of gear or pets do I need to purchase? I’m a rogue on my way to level 86 from 83. I’m on a budget of at least 300m.
I’ve already bought clean Kraken gears, not sure where to go from there.

Getting a full Star Beast set would be the next step. It activates a proc called Cosmic Killer. The pets can be the ones shown in the video. The goal is to kill Hedourah.
