Luck rework/buff???

Can we rework luck in a way it influences any drop to be to the highest tier item on the loottable?
Independently of the type of the item.
The things that would be cool to be influenced by it would be :
- jewels (i made a thread about how it could be)
- all items (including badges and so on)
- any event drop
Because that is how luck should feel right ?

It's dumb how luck only works on mobs and not bosses.
Mobs drop no good loot, only bosses do.

Luck should let you be able to reroll for any rarity item that a mob or boss can drop.

Another things that could be influenced by luck would be chest drops and awaks.
(Just an idea not mendatory)
