    Default Issues with other higher level players in lower level pvp

    I was playing pvp earlier, in level 17-21 PVP and there was a level 24 on the other team killing everyone. I swapped to my lvl 25 char, and i got stuck in level 21-23 PVP. As well as, my lvl 21 joining 21-26 pvp. Is that supposed to happen?
