[*]Alternate versions of the Starry Vanity rarely drop from the Elite Dragon found in Underworld.

Can I get clarification on this please? I interpret it as meaning it will only drop at the "elite" dragon map with no potions, but im being told that it will drop at any dragon?

Which is it?
