Actually, when a Winterstar ring is equipt, and when you see someone's toon walking by, and you see some kind of light on their character's hand, thats the glow from winterstar. (but when you go to the character inspect screen, there's no glow :/Originally Posted by Dragoonclaws

on another note, i wish there was a legendary weapon that creates the arcane circle on the ground...
