[Suggestion] "Heroic" Elites

I guess since all the rare and common pets are getting breathed new life into them with heroic versions, why not the lower level areas as well? Heres my idea on how these heroic versions work:

1. You must be level capped to access heroic elites.
2.Scales to 10 levels higher than level cap to make it more difficult than endgame elites and comes with more enemies.
3. Places that normally don't drop locks (like Brakenridge) drop massive locks on boss only (25% chance) and large locks on enemies (5% chance)
4.Comes with own APs as well (like kill 100 bosses in Heroic Brackenridge)
5.Heroic Elite Runner Chests (same as Elite Runner Chests but gives more)
6.Drops elite boss relics
7.Heroic Elite Loot chests (gives 1 item ranging from Legendary to Heroic)

Loot is pretty generous to compensate for the extreme difficulty
