Idea for level 1-50 pvp

I was thinking in making some profit for those pvp levels ... the elite ring kinda ruined the pvp so it is mostly depends on crits and dodge
So what about :
- making the elite ring unequip able for those levels
- making an arena for level 1-50 with the old rings so (those plat rings in store would be useful)
- or nerfing the elite rings as possible as making the fun back
