76 Arcane Ring

long ago I made a thread about this ring but I wanna bring this up again..
As of today, almost no one is using the 76 arcane ring.
the 76 arcane ring is almost useless. and the reason is simple:
the proc of the ring is useless.

10 all stats for 5 seconds, which is also hard to proc is doing almost nothing.
I tested the how much my stats would change when I proc the ring, I got only 180 higher HP, around 35 more damage for 5 seconds.

why would anybody use this ring when you have 71 ring who would allow you to get tons of STR stacking in the map you play?
Or Killing ring which bring you alot of HP/ED?

Can we buff the 76 ring to give like 100-150 each stat when proc? it make sense because all the other arcanes got this level of proc..
