Change how Noxious Bolt works

We need more AoE for rogues in order to proc faster..
Mages and Wars use 1 skill and proc everything, for rogues it can take much more.

I think this can be solved easily if Nox Bolt skill would be more realiable.
If you can make it that the DoT will tick faster, and that even a non charged Nox Bolt would trigger on several mobs.
More like an actual DoT, more like Fireball skill of a mage.

If you do that, I promise you no rogue will ever complain again about proc rates.
