Req: level 1 - recieved: level 3 wep?

Sooooooo yeah... A freak thing happened to me the other day and i got out of the tutorial at lvl 2 with 20/20 xp. So i wanna keep it that way and just mess around on the account and twink its kills. Bein lvl 2 there are no weps other than the rusty swords u start out with i can use ( lame ) but the req for the premium character pack and any other gamble pack says "level requirment: 1" so i was all excited, bought 165 plat and bought the premium character pack. Got a level 3 weapon..... -____- same thing happened with the gems i got out of it. Bought that new eclipse gem pack and got NOTHING out of that one rofl at least i got some unusable weps and such from the premium character pack.

So if they give level 3 items and above, why make it say lvl req: 1?
