Yes they can.

Cb and blinding shot are the only two non-healable debuffs AFAIK.

Either way, surviving long enough inside a mage's range to get off booth roots AND blind shot is gonna be fun You also then have 5 seconds of relative safety and two seconds of running before doing it again.
