Pay2win hasent changed at all; elixirs still rule end game pve and dragon vanity sets that require 200 plat rule pvp (not sure if this was the case during fang cap too).

Small clarifications;
Elixirs rule pve but anyone can get them for free from daily blessings so that's not "pay to play". That's changed.
Dragon sets don't cost anything, but the pet does ( think one cost 100 plat now).
