Low hits not going to weapon standard

I have a heavy crossbow of finess on you lvl 30 archer.
the damage is set to 71-85 because my dex is 166 and sniper bone tunic.
my dps is 74. what ever that means
so anyways i only hit 62-67 ive been watching
ive never hit over 71! only when i use the focus skill.
why am i not hitting the weapon standards?

Yep - you're unlikely to hit for maximum without putting an armor debuff on the mobs.
