Algernon does not give daily hauntlet cannon quest

I just unlocked Kraag yesterday and Algernon is not giving the hauntlet cannon quest. Same with Krobox & Noxxar .. I get quests from others like Baldur and beastmaster though.

Are there any prerequisites for unlocking it?

If you are under level 15 or 16 (i think), you won't see them.
