61 is a useless pvp level now cuz no chance against 66s and owning 56s isn't a big deal.
lvl 55/56 mage. You can farm nuris for steels, scaled 56 glyph and those clown outfits. Either go dual int/dex or pure int. Pally works too at 56 for PvP but its low dmg make it less useful. Intmages deal great damage and support the party better.
I have a mage at 55 and one at 56, very balanced and fun class in PvP.

If you are looking for balance, I would say 61. Despite what others have said, I see a lot of 61's and the balance is about as on par as it gets. For PvE, the ability to farm valuable 61 pinks, along with Dragon gear, makes it more than worth while. All classes are useful at this level as well.
My second suggestion would be 55-56. Funhouse is easy to farm and you can also farm Sewers. Both sets of gear have maintained their value. PvP can be fun at these levels and the difference between 55-56 gear is not as vastly different as it is at other twinking levels.
Fighting higher levels will always be an issue at any level of PvP with the exception of endgame. Up to you to decide which is best for you.

And a good bear would beckon you, make sure you heal it, then use HS for further misses, lay up debuffs, use slashes for nukes, and finish off with a stomp. Once HS+CB is put on the target, the bear takes no damage. Plus the bear can always use rage while the mage has no armor buff or use walls to their advantage.
