I didn't start,playing,sl,till april 2012 and think the cap,was,around 41 at the time lol took me,a,bit to get there and,finally,got to 40,almost to 41 and,bam they,raised,the,cap,lol

Idk arbiter when it was 36 cap..
anyway i was 32 then raised cap -.-
