U probably give him the gleipner after expansion and he teleports u to the mage world to fight the new fight.

If you are level 10 or under he has some interesting premium items for sale.
Does he have a rare chance to spawn? Or is it for the weekend?
He was there when my wee little mage went through. Could have bought some stuff but not with 2x leveling. Price was too steep for 3 minutes of play.
