A Party Hat?????

I play RuneScape as well as my main MMO game of choice. Party Hats would be neat in this game if implemented correctly. Only reason why they are uber rare in RuneScape is because they are One of the first traceable rare items to come into the game and no more are being released into the game.

I will post a picture of my character and stats later I am busy with my friend at my house right now (Posting from my iPod). I have about 2300 Total Level, 282 million xp, 10 lvl skill capes.
