you need to complete the quest that gives you glepnir. you don't need the item itself.

The game is just based around a story told through the quests...
Kind of makes sense you have to finish the exisiting parts before moving onto the next...

This was a bad decision. For nordr the maps were too hard to play without leveling in tombs/hauntlet. For kraken the entrance was hidden and they had to out signs up and an I game announcement. It seems they like making awesome new content and then finding ways not to let us play it right away.
