Glitch for quest

Is this some glitch after quest 31 I have to redo the craftsman quest at forest haven is this part of the story line or a glitch?

Either you have not done the original quest, or you currently have all quests completed up to your point and it is redirecting you to any quest, even if previously completed

I'm pretty sure if your talking to blacksmith those quests are unlimited. I think if you completed once you should get a +1 to quests completed or its just one of those quests just letting you this is here.
