40 or 45 pvp?

I have been interested in doing 40 or 45 pvp for a throwback to ao1-ao2 days, but I was wondering if 40 or 45 is more fun. I assume 45 is mostly just getting rushed by 50's, so in that case I would prefer 40. I have the L40 horus leather people always recommend for 40 bird, and I have my old shock lance that I want to use very badly. So would you guys recommend 40 bird or 45 shock lance bear?

Depending on which one you think is better, what is the best equipment and skill build for these levels? I never pvp below 61 anymore so I might need some serious help in those areas. ^^

BlueSkied gave me this: 45 dex/str bear, get the 45 ballista and trueshot, maybe 50k for both, and then a shock lance. Get the Shock Lance of Legend for the dodge (yeah I'm cheap). Osiris helm and armor for more dodge, and when using the lance get an osiris shield. Get some cheap isis gear for regen, and ur set.

51 is the most active around that level, but from what I've heard, as I don't use the bear that much, it's pretty good. You should be able to find a few games.
