Architect Pylon Question

Just wanna clear some things up.

The weapon says it has a chance to proc +20 int (no problem with that) and refill +50% of max mana, however when I tested it starting with no mana it did add 50 percent but when it proc'd again nothing happened to my mana. So my question is: Should the proc increment my mana by 50 percent of the max everytime it procs or does the proc only apply the way it is doing now? If the answer is the former then this got to be fixed ^_^

Proc description is wrong I think. I am also disapointed with this proc, I thought that it will always give to me 50% of mana, not fill my mana to 50%. But now I think it would be too beautiful :P
