Bug in rogue health pack upgrade 3
In the Extra Packs upgrade, the text says "increase the amount of packs created when using combat medic by 1".
It does not say it has to be charged, but I only get the extra pack if I charge the skill. I specifically got the upgrades on health packs that do not need charging, however this one is bugged.
The only upgrades that require charging are upgrades 2 and 4 (trama surgeon and good medicine).

I think the packs should be charged because shield has to be charged for invulnerability!
