If you are referring to Jack Hellows, it is not a bug. I find him on elite maps all the time - he is an annoyance and in my opinion shouldn't be in on an elite map.

Yeah we did get 2 drops. No double puzzlebox drop, bit em did get some quills.
It was one of the most difficult runs we've been on, only one was able to be attacked at any one time and they would often swap bubbles. it also seemed that the posts went down twice as quick. We didn't actually kill them both before the pillars blew up.... We had to finish one of them on DOT from nox and clock.
And yeah jack came along as well... Like we didn't have enough to do :/
