Best twink gear for Lv. 23?

Take you pick. Here are screenshots of tarlok of assault (lvl20) and demonlord of security (lvl21) sets both with same amulet and ring. Obviously one gives you more damage and the other give you more health and armor...

You can mix it up. Demonlord helmet and tarlok armor. It will give you some balance between health and damage.

Hmm forgot about that... Not a full lvl20 set in cs for comparison, but looks like it would have a little bit more damage and health than the demonlord, but still 73 less armor. Just so hard to judge how much of a difference armor makes, but 73 is a lot considering that your armor will be 503 with the tarlok set without abandon.

As for pets, Colton or Orion? Assuming that I will use Lightning as a skill.

Lvl 20's tarloks full gemmed seem to do the job. Imma 22lvl tho. As pets concerned from those 2 I suggest Orion since colton's arcane sucks

I'm sorry but I have to disagree with you. Colton's abillity is devastating! Then again, playing mage is all about personal preferences imo.

Dunno man. At 23lvl 15% critical for 6s,
When most 20-22lvls have much as 10 or less in critical chance. So that arcane ability gives you 25perc of chance to hit 1 critical hit! .... In 6 secods... Would you ppl call that a good arcane attack?
