Skill is better.
But any device can kill another if they can work it fluidly, for example, I play on a tablet because it is the most comfortable for me - facing tablets, phones and PCs are all the same to me. I hate key pressing when playing games, I never really got into WoW or rift because of that.
Of course, there is the macro factor involved. Macros should be bannable

I don't even know what macros are but I don't really think the device matters, its skill, and partially gear and ping. The fact that some people play on PC doesn't mean they all use macros, considering half the time I play on my PC, and half on my tablet. I played forever on my tablet before getting my PC so I'm more used to it, but anyone can beat someone with a diff device if they have skill.

Most important isn't gear or skills. It's the ping. The best weapon doesnt make you stronger when your ping is 2-3 k permanentley.

but i agree with miracle, also for me a tablet is the most comfortable device, depending on the size of course.
it varies from person to person, some can play better on pc because they nevee played a mmo on mobile, some can play better on mobile or tablet, just like me.
PC. Its too hard to charge a skill/attack and use pet at the same time on tab and phone.

PC is best if you use it with a game controller. Keyboard layout is weak and can't be configured.
In terms of speed and reliability, anything with keys can deliver much faster response times than a touch screen. I've switched to computer and the difference is outrageous; eg. on sorc it allows almost one hit kills with a three attack skill combo at PvP (versing equal gear). It's much easier to make a mistake or miss a tap comparing to a key press.
Edit: The issue with macros can't be addressed simply because it's hard to prove. The difference between a macro user and an experienced skill swapper is mostly unnoticeable. Manual switching after practice eliminates possibilities like UI lag that can impede a macro user.

PC with Joypad is good/awesome
Phones/Tablets are also good.......to me what comes in 1st position is Phone/Tablet then PC with Joypad.

Eeeeeeeerr having played both i assure you the device matters!
In a 1vs1 fight it counts at least 5% what device you are using now i will reveal you the secrete.
PVP WITH PC:
On pc sometimes when you are attacking with normal attacks and you try to charge a skill you may have noticed that the charge gets interrupted that is because when you are charging a skill you can't attack...so you must be careful to time everything perfectly.
Charging skills on pc and timing everything to perfection is not a easy task specially if you are a rogue or a mage and you have to move a lot but if you master it you will give a tough time to a large number of players.
PVP WITH TAB OR TOUCHSCREENS:
It is simple intuitive and you hardly can mess things up..
PVE WITH PC:
A player using a pc for pve has the upperhand why?
Simple on pc while you cant charge your skills while using normal attacks you can POT while attacking and using your skills...
PVE WITH TAB OR TOUCHSCREEN:
Sucks.
While on pc you can attack and pot on touch screen or you pot or you attack. The time you use to take you fingers from the skill to the green pot button is fundamental. On elite tindirin is definately death if you are not a war and you dont have enough speed.
In conclusion :
PVE ----> PC.
PVP ----> TAB/TOUCHSCREEN DEVICE.
