Can I open The Locked Grand Elondoria chests / Elondrian Spirit Chests / Entangled Chests at lower levels to get a new mystical weapon? or need to be level 41?

yes you can open locks at level 2-41 and get the new mythic items, note that all mythics from elondra are lvl 41.

first its not mystical it is mythic. and you can get mythics from locked at any lvl(2-41)
