I beg to differ and this has to require a justifiable reason for not being allowed.

Its against the TOS. That is all the justifiable reason they need to ban both parties seller and buyer.
2m only so basically he's selling his account for a game currency, not real cash. Still bannable?

Yes, there is just way too much risk involved. For example, I could sell my full mythic mage with mythic gun for 5m; and while the buyer gave me the money, I'd take it and waltz away - perhaps name-change if necessary.
Or, if I were the buyer, I could first ask to have the account and then pay the money - and simply take the account for myself, as well as renaming the password (as soon as someone else logs into your account, you get DC'd. If you're quick enough, you can change your password.)
Still bannable because this way filled with scammers.
