DPS is a simple formula:
damage * attacks per second = DPS

So, here's one way to look at that:

the faster a weapon is, the higher it's DPS is, assuming the DAMAGE of the weapon is equal. For instance, if you had a bow and a pair of daggers that had equal damage, the DPS would be substantially higher on the daggers since they're faster. The damage for your skills would be equal - since the skills use the Damage stat and not the DPS stat.

Typically however, you'll find that sacrificing DPS in order to get a higher Damage score will yield far better results in the long run. Consider how often you're using skills vs using the autoattack button. If you're using the build above, you barely have time to tap the autoattack button since you're busy spamming your skills. In fact, the cycle for Aimed shot, Nox bolt, Pierce is just about perfectly timed so that there are very few autoattack opportunities.

To answer your question directly, no you should always aim for damage if you use skills most often. If you find yourself tapping autoattack most often, you should focus on DPS.
