Sorry, gun not in regular locked crates and only currently lootable if you open one of the elondrain locked crates that a few people hoarded to sell for ridiculous prices now. So, in other words you pretty much have to buy now. If you get lucky sts may introduce a Halloween version of the gun during the Halloween event.

Ker'shal also rarely drops from Shuyal Golden elite chests.

N1: Farm for it at Elite Tindirin: Jagged Trails where it is a rare drop-off the boss
N2: It is an extremely rare loot obtainable from Elite Gold Shuyal Puzzleboxes (very rare and expensive)and Locked Grand Crates Of The Watch (cheap but opening it costs 15 platinum)
N3: Buy it from the Consignment Store, Open Locked Grand Crates Of The Watch or Locked Grand Crates Of Elondria
N4: Set.....
Magmatic Totem of Brutality/Expedition rifle of Assault
Mythic Helm
Ancient Druid Vestment Of Brutality
Blood Ruby Ring of Shuyal/Elondrian ring
The Lunar Pendant/Wild Tailsman

As for build, depends on your playstyle, role and what you normally play
