The most populated twink brackets are levels 10 and 15. Being level 11 means you will have to face alot of level 10s with 1 level advantage.
So, yes! Its a good choice to twink rogue.

Thats why we go to lower levels where we can't one-shot enemies, instead needs to work around with skills, strategies and tactics
Not saying endgame needs no skills or something tho, usually those powerful twinks also have powerful endgames toon.
